Actually he is, he is supposed to live in an old city. He discovers what remains of SVP (that is to say his Screen/Memory chip) in the wreck of the old TS building. Over the years the giant cavern was converted to a city halfway underground (hence why it's a poor district) to allow for the ever-growing population of earth. However the ending battle are remains buried in rubble and stone.

How is he going to the Construct?

Or is it SVP goes there, perhaps hearing about SIDOS or whatever, and Arac goes along?

Just curious, cause from where we started, not a lot will happen on Earth.
