Whenever I change the language into English, some buttons appear as "***" and clicking most of them exits the game. How do I solve this problem?

Go to Control Panel, I think if you change the settings in regional settings to match the language in Spore it should work.

I decided to try htis a few months after I posted that. It didn't work, so anyone know the solution?

I've seen this problem before but not its solution. Did you try both of these methods?
