so, you wanna make a smilie? GIMP and MS paint are the best programs to do so. Also, use GIF animator to animate smilies. The best size is 15 x 15 for smilies, 25 x 25 for emoticons. (emoticons are generally bigger)
also, after some hard work, I made a smilie template, with a transparent background:


I also made a long GIMP tutorial with pics, ask me to PM it to you if you want it.
