i've tried everything i can think of (even looking in both guides) but i can't place a city with a port in space stage, how do i do it?

It can't be placed per se, but you can alter the environment after placing it in such a way as to cause the city to suddenly have a port. I've terraformed planets before, and sometimes the water level rises or falls. If it were to say rise, and your city was next to a shallow lake or some such, it will gain a port. If requested, I can provide proof.

And since it makes absolutely no difference from where the city gets spice, a port is nothing more than eye candy. I'd still like the choice of making one though...
