Name: The Starways Congress
Species: Run by the Morfics, but allows one representative for every species discovered and accepted into the interstellar level. The Morfics look like this.
History: The Morfics are a hiveminded species, so the only wars that ever happened were between queens of hives. These wars, because the soldiers were completely under the control of the queens, both mentally and bodily, went to war and threw themselves into battle without the slightest thought of preserving their life. The wars were bloody and unforgiving, and inevitably left with the life of the opposing queen being taken. Eventually, one hive succeeded in taking dominance over the rest of the planet, and an order to prevent future wars was established: When a female child was born, she would be trained to be a queen. However, authority and connection with the rest of the species would not take affect until either the current queen allowed so or if the current queen's mind was destroyed through natural death or murder. This was to ensure the would-be queen would not have military control to stage a coup. If another female child is conceived, the child is killed at birth. Once the order was ratified, the workers, now under the control of one mind, began the rapid development of technologies. With a whole species working towards complete understanding of one subject, research does not take long. And because they feed like a normal part of the cycle of life, food is never a problem, so long as the population stays controlled. Eventually, interstellar travel was achieved, and the goal was established: create a complete universal government, with every species contributing towards others' development. Eager to share and get knowledge from the other races of the galaxy, the Starways congress was founded, with the queen as the leader and founder. In truth, the only authority the queen possess at Starways meetings is to end a meeting. Other than that, no authority is present besides the right to vote on and present ideas. This was enacted to encourage species participation. However, outside the walls of the Congress chambers, Morfic fleets seek to enforce the laws decided by the Congress, with any violators either executed or having their species subject to genocide, depending on the amount of violators. War is tolerated, as it is a basic natural struggle for supremacy. The Congress will become active and assist in certain wars, if the threat is great enough or goes against one of the Congress' many laws. The life of a queen is extremely long. While a normal drone has a lifespan of about twenty years, a queen has one of about three hundred. Faster-than-light travel was developed, and contrary to many theories proposed in the 'golden age' of Morfic history, time travel did not occur, however relative and subjective effects did. Thanks to hivemind communication, which is an extremely uncommon trait in species, as they found out, a faster-than-light communication method was not needed. However, it is still subject to relativity. If a Morfic is traveling faster-than-light, and sends a message to the Morfic homeworld and currently only possessed planet, the message may not arrive for many years, while it will appear within minutes or even seconds of the sending. The Starways Congress will soon many species, both advanced and barbaric.

Torchwood, the Congress should be just Morfics at the beginning of the RP. No-one has been encountered yet, but all species have been watched by the Illuvians.
