That's perfect. The character is meant to be a physical manifestation of the concept of duality, and what better way to extend that duality to other characters in the RP than by turning him into a literal mirror of his target?

Name: Rune and Runa

Age: 19

Sex: It would be extremely complicated.

Personality:

Rune is Runa, and Runa is Rune. It's simultaneously convenient and confusing that their names are pronounced almost identically to each other's. For all intents and purposes, they appear and act as fraternal twins, but with a catch. Only one of them can exist at a time. They are the same being, occupying the same space at the same time, but existing in separate realities, if that makes sense. Like a physical manifestation of a split personality, but not really. Or Dr. Jekyll and Mr. Hyde, but not really.

Actually no wait that's the best analogy, Dr. Jekyll and Mr. Hyde. Rune and Runa are two sides of the same coin, they take turns existing in the real world depending on the emotional state they are in at a given time.

Rune is thoughtful and sedate. He prefers to keep to himself and spend time his time thinking and theorizing. He fancies himself a scholar and philosopher, even though he has no credentials to his name, and often imagines himself giving speeches to an attentive audience. Unfortunately, Rune lacks the charisma and the attention span necessary to give those speeches to a live audience. He stutters, fumbles, repeats himself often, and goes off on long irrelevant tangents which by the time he finishes will have been so far removed from the original subject that whoever was listening has lost all interest. Rune is antisocial, not because he wants to be but because he has no other choice. He manifests when Runa is overcome by depression and submission.

Runa is headstrong and irritable. She has an adventurous spirit that drives her to accomplish feats of cunning and artistry. She thinks herself to be some kind of renaissance man, a jack-of-all trades, and spends countless hours studying music and martial arts. She hopes to live up to the ideals of a Skald, warrior poets who sang songs and fought battles, for war and music come from the same passionate impulse. Her desire to be recognized for her achievements as an artist of both the sword and the strings is betrayed by her irritable nature. She finds the idea of interaction disdainful and attempts to avoid it as much as possible despite such a course of action being counterintuitive to her goals. Instead she practices her arts in private and among trusted friends, no one else. She is antisocial by choice, and she hates herself for it. She manifests when Rune is possessed by a manic fury.

They are a single person who share similar desires who express themselves in wildly different ways. Except they're not cause like when Runa manifests she's like a real actual woman and when Rune manifests he's a real actual man.

TL;DR
Lesbian Time Anomaly. Ya dig?

Physical Description:

Rune is too short to reach the top shelf, but too tall to complain about being short. He's got long brown hair hanging down, sweeping his face to the sound of a song that no one else can hear. He keeps it long as a form of self-expression, one would assume, but rumor goes that it serves a more symbolic purpose. Only Rune knows the truth, which is that he's too lazy to change it. That's it, it's just laziness, there never was a mysterious rumor. I lied. A flat forehead and prominent brow hug the frame of a set of unfocused, unresting eyes. They are deep blue seas which glint with a spark of curiosity, scanning their surroundings as if they're searching for answers in an invisible reality only they can perceive. A proud Roman nose is flanked two high cheeks, rendered gaunt by an angular jaw that terminates where the ears meet the skull. The mouth is small and the lips are pale and pursed, seamlessly blending with saxon-white skin marred by only a few sparse freckles.

Yeah and Runa looks pretty similiar.

*Bio/History:

Until recently, Rune was only Rune, and Runa didn't exist as far as anyone could tell. But now that she has manifested, they feel as if they have lived their entire lives together.

That's all I'm giving out. Discovering the true nature of their dual existence is a story thread that must be developed over time.

Skills:

Rune is a scholar and a dreamer capable of dreaming up creative solutions to complex problems, but is incapable of conveying that information in a way that entertains and informs others. Runa is a HEMA enthusiasts who has trained with a variety of European melee weapons, but is stuck in a body that is small and weak with a short-fuse temper that prevents her from maintaining focus in tense situations. They both have a common passion in the form of music. I believe I already covered this stuff earlier under personality, but restated it here anyways for convenience.

Okay yeah imma keep this short cause I know I already covered these next two.

Weaknesses:

Rune has terrible social anxiety that hinders his ability to communicate in group situations and Runa is possessed by a manic fury that turns her absolutely livid at even the smallest of irritations.

Strengths:

Rune is intelligent and Runa is Ambitious, with both of them possessing a passion for learning new things.

Power:

Rune is cursed with the gift of extreme empathy. Whatever you're feeling, he feels it too. And while he may not always know why you're feeling that way, he can perceive every possible reality that could have resulted in your current emotional state. The more emotionally expressive a person is, the easier it is to narrow down the correct answer. It's like a Google search if you could use Google to read people's minds. And just like Google, he's only able to learn what his target wants him to learn. Psychopaths are immune, as they don't feel anything at all. Sociopaths are dangerous, as while they lack emotions now, there was once a time when they could experience them. When Rune attempts to probe a sociopath, the sociopath is aware and can even fight back.

In a cruel twist of irony, constant experimentation with the reality-bending powers of emotional energy causes Rune to come off as a sociopath to those he interacts with and may be the reason by he and Runa exhibit poor social skills and general anti-social behavior.

Consequence/Drawback:

I'll go with your choice my dude. I was particularly a fan of your second suggestion.

Other:

wtf there wasn't a password hidden in the rules so why is there an "other" section on the character sheet what are you playing at man what is this meme

Name: Theodore “Theo” Bridgeham

Age: 25

Sex: Male

Personality: Theo is a gambler, a gamer, and a risk taker. He thinks life is about winning—and winning is all about doing things that would fail under normal circumstances. But despite this, and outside of the gambling table, Theo likes to stick to himself—go off of what he knows. He is incredibly frustrated by what he doesn’t have control over. And truth be told—sometimes he just wants a cigarette. He wants to shut out all the stress of the world. Well, he’s in for a big surprise at Alice. There aren’t any breaks. But he is still an optimist and tries to make the best of the situation, or at least find ways to escape the negatives. He avoids conflict, usually. But when pushed to a certain point, he does lash back.

Physical Description: Theo has a soft, naturally dark tone to his skin. His body is slightly tall, and decently muscular. Theo, regretfully, neglected to work out before he was taken to Alice. It has come back to haunt him. He is very slender and usually carries himself well. His hair is black and comes down past his ears, enough he could totally put it in a man bun. But he usually slicks it back. He has a thin line of stubble etching across his chin line, and he often only keeps it at that. His eyes are a very pale blue, often appearing icy. He has a straight nose and smoothened cheeks. A calligraphed tattoo across his wrist reads “Hope.”

Skills: Poker, gambling, etc. He’s rather good at negotiating, and lemme tell ya, he has some charm with the ladies—but that’s not his focus in life. He sees there’s more to life than indulgences: alcohol, girls, money. He’s an artist, actually, and was pretty skilled with clay or ceramics. He was even a pretty good tattoo artist. This was more of a side-thing, though. His actual job revolved around the pawn shop he inherited from his dad, and managed for a few years after his passing.

Power: Theo possesses psionics. Psychic powers. Although, they’re not at all what you get from your local fortune teller. Theo can move objects with his mind, using only hand gestures and channeled focus. He can also channel psionic energy into the construction of solid objects. Sometimes he is able to create a chord of energy to use to grab onto something—or something similar. He can levitate himself to some extent, and he can engulf himself in fields of this energy—allowing him to use some kind of magnetic shield for limited senses of protection.

Consequence/Drawback: Theo’s power causes blackouts and seizures after he has used them for very long. In some small cases, like moving a pencil or closing a door, he remains unaffected. However, when he exerts his abilities to perform certain tasks, thirty minutes to an hour after he has finished and cooled down, he will experience the mind-splitting downsides. He will wake up with migraines, long headaches, ringing in his ears, etc. Sometimes these affects discourage him from using his powers at all.

So I was thinking about this: Character can induce combustion in the target he's looking at, causing an explosion and, presumably, damage to the target. The drawback would be the eyes exploding outward, causing the skin around it and the bone to become slightly burned. The eye grows back, the rest does not. The power would take 3 seconds to charge up, in which the pupil would glow red and a red, laser like line would extend from the pupils in a straight line to the target. The biggest, more permanent drawback of this power would be the psychological damage it could induce. Imagine having your eyes explode, over and over.

Was also thinking of doing something gravity related, or something with telepathy just for the insanity that could induce.
