Why is it that some of my colonies never produce spice for me? They have stabilized T-1 scores, while others with 0 are producing spice.

Be sure your city has some factories in it. Massage your setup so that you have a balance of factories and entertainment facilities. This will keep you in the 'happy face'... not sure what that means,, but happy faces must be good right?

yes its good, since it will be harder for religious empires to convert them and they stay loyal to u. put entertainment near homes, do the same with factories, then u can have high happiness, and spice
