Greetings!
I think Spore is really great, and I hope it will evolve and continually grow better for each patch.
So, I hereby lend my list of ideas to you. Please take your time to read them, and possibly consider implementing a few. Since there's quite a bit of them I've sorted them into a few categories. Here goes:

Sporepedia and General:
---------------------------------------
Option to turn off auto sharing of creations created during gameplay.
Option to stop sharing/delete from server of creations ingame (own ones obviously)(ingame sporepedia)
Edit/Update creations and their information without creating duplicates.
Drag/Drop function in the ingame sporepedia into sporecasts (like on website)
Enable/Disable download from Friends/Sporecasts/Everyone options (So you can choose to pollinate from sporecasts and friends but not from everyone)
Comment/Guestbook on players.
Message system! (So we don't have to use creations to communicate among eachother)!
Original Author on creations, or minimum change requirement to reduce duplication/copying (may or may not be a good idea)
Creation association. (Say you choose one of your creatures, then you can choose what creature is next in its evolutionary chain, what town hall it uses, vehicles and etc.)
Rate creations ingame.
Option to restart phases should you get stuck. (save when you're inevitably going to loose, Economy civ: only adversary likes you enough not to attack but dislikes you enough not to allow trade.)
www.spore.com/sporepedia and eu.spore.com/sporepedia are different, they shouldn't be. (may apply to other locale aswell)
Comment system on sporecasts.

Cell Phase:

A bit more food for herbivorial cells.

Creature Phase:
---------------------------------------
Reward player for stargazing from a cropcircle.
Reward player for gathering sticks, rocks and seashells and leaving them back at the nest.
There should be more seashells scattered along the shores, not just the small patch of shore you initially land on.
More food types for herbivores.

Tribe Phase:
---------------------------------------
Icon for egg gathering tribesmen.
Smarter spearmen ability.
More information about where and when to use abilities like Flying Fish.

=======================================
Civilization Phase:
---------------------------------------
Multi creature empires.
Reward player for capturing crashed spaceship / meteor.
Some way for economic people to counter troops, and epics.

=======================================
Space Phase:
---------------------------------------
Multi creature empires.
Show placed "special" structures in galaxy and planet hover popup info.
See weather or not a planet's T value is filled or not via galaxy/planet popup info.
Ability to find ammo and rare tools, like you can now with artifacts and planet sculpting tools.
Start and End point for Valley, River and Wall type sculpting tools rather than direction.
Upgrade to allow more spice to be carried.
Tool to allow repairs of "special" structures.
Show path back home, based on path taken away from home.
Vicinity event option. So less things happen less often to places that are very far away. (like you've just reached the center of the galaxy and you have to fly back home to the outer edge of the galaxy cause there's an eco disaster there)
Neutral lighting in spaceship creature editor.
Ability to have more than 3 trade routes. Perhaps special placable building to allow more.
More spice colors! Orange, White, Cyan, Black. Super rare and valuable Rainbow Spice. Superscary Invisible Spice.
A few more planets without any spice.
Mine/explore asteroid fields and belts.
Ability to place up to T3 vegetation and stabilize atmosphere without seeding creatures. (all plant planets, placing more colonies would still require filled T's)
More story book planets seeded with fitting creatures and vegetation.
Somehow to distinguish a storybook planet in galaxy and planet hover popup info when it's been discovered.
Strange star constellations, two suns orbiting eachother with planets in between, Two stars with planets figure 8 orbiting around them.
Seed gas giants with flying creatures/colonies.
Ability to use Shield/Stealth abilities in space.
Ability to use planet buster in space.
Ice affected by sea/water color tools.
More planets with extinct civilizations/crashed spaceships, reward players for exploring these.
Upgrade for bigger spaceship inventory.
Ability to reorganize inventory.
Drag and drop abilities in trade.
Turret creator.
Living planets. Friendly ones could trade or attack in your favor. Hostile ones would come to eat your colonies and the entire planet they're on, just because it's hungry.
Reward players for finding an entire set of rares.
Ability to sell colonized planets.
Ability to dismantle colonized planets without having to destroy the colonies, so you can seed new civilization there.
Stargate/Teleporter "special" building, enable you to jump between two distant colonies.
Not be able to sell 0 of an item.
Button to quicksell all of an item.

Some features below may or may not be enabled/disabled via an advanced editors option.

Creators in general:
---------------------------------------
Cell editor from main galaxy/menu.
Import a piece and sub pieces from another creation. So it's easier to create themes between the building types. (Vehicles, Buildings only)

Creature Creator:
---------------------------------------
Egg selection/editor.
Eye location considered in determining head animation.
Tail to place at limb joints or spine ends that blends with the spine mesh as limbs do. With deformer handles for length.
Choice to choose locomotion animation type depending on feet presence. For creatures with feets choices could be regular walking or skipping (like a kangaroo). For feetless creatures choices could be worm/slug(stretch and contract), caterpillar(bend/straighten spine) and snake(sideways motion).
Creatures with very short legs and high speed have problems. (see above)
Other otherworldly locomotive types. (For example gas filled pockets that lets the creature hover a feet above the ground and use wings/nostrils to gain momentum)
Tentacle type grippers, like an octopus's arms or an elephant's trunk.
Tentacle/snake like feets.
Handle to push parts in and out of creature.
Same would go for limb base joints. This might have animation issues, possibly solve by stiffening the limb and moving more with spine.
More straw mouths like cell stage's omnivore.
More control over how parts are colored.
More control over how layers are applied.
Flatten/Widen spine.
Pieces placed on the lower jaw of mouths should animate with it.
Open/Close creature's mouth when editing.
Scissor out spine mesh that's inside a mouth.

Building Creator:

Import structure from other types, removing type specific parts.
Handle to push parts in and out of building. (if they're attatched to something)
Better UV texture coordinates, especially on round parts, dome and sphere shapes are examples that don't work right now. Rather have more seams.

Vehicle Creator:
---------------------------------------
Lights flare to glow in color painted on the glowing part.
Import vehicle from other types, removing type specific parts.
Handle to push parts in and out of vehicle. (if they're attatched to something)
Better UV texture coordinates, especially on round parts, dome and sphere shapes are examples that don't work right now. Rather have more seams.

I don't like the idea of Living Planets. It's bad enough the patches introduced Cubed Planets (from what I've heard, I'm playing patch-less).

The rest of your ideas are pretty good, however.

need the ability to import custom textures into vehicle and building creators (maybe need moderator verification first?)

Of all my years of forum watching, only one signature has stood out. It took a special place in my heart, motivating me to live with flair. Sort of.

1. if you think Spore could be much better, support the CAMPAIGN TO MAKE SPORE BETTER!
2. an open compilation of player´s suggestions to make Spore as great as it can be with a Spore SuperPack!

Definitely agree about the option to bring a vehicle into the editor no matter what its function is. I just finished messing around with the creator and had a pretty cool military ship. Only problem was I did it in the economic slot.
Either do as you suggested and import it without the job-specific items, or just put all the job-specific items in the creator and determine what role the vehicle has by which ones it has.

Very well thought out, and SO many of the things on MY spore wishlist as well! Especially the "Sporepedia and General" section... everything you wrote, I wish for just about every time I play. And your list contains all the very same things that my husband, my oldest son, & several of our friends are irritated enough with to have stopped playing entirely. I truly hope that the game designers read it, and take notes!
